From case cover:
Rufino is 15 and lives on the streets of Mexico City. He gets money by doing odd jobs and participating in the drug deals of La Seño and El Ochoa, a judicial policeman without scruples who controls the neighborhood in which they live. One day, driven by circumstances, Rufino steals money from El Ochoa, unleashing the persecution and harassment of the policeman.
