Octubre de 1983. Los refugiados vascos Joxean Lasa y Joxi Zabala desaparecen en Bayona sin dejar rastro precidiendo a una oleada de atentados reivindicados por el GAL. Iñigo, el joven abogado de las familias, deberá enfrentarse a la creciente convicción general de que los dos jóvenes no aparecerán nunca.
1995. Doce años han pasado cuando Jesús Garcia, un policía de Alicante, siguiendo las revelaciones sobre de GAL reabre el caso de dos cuerpos que han permanecido diez años sin identificar, tras ser asesinados y enterrados en cal viva. Sus sospechas se confirman, se trata de Joxean y Joxi. Los cuerpos son repatriados y enterrados en Tolosa en medio de una gran tensión con los ertzainas allí desplegados.
